(419) ALERT DUTCH POLICE BUST NIGERIAN WEDDING SCAM

                (419) ALERT DUTCH POLICE BUST NIGERIAN WEDDING SCAM

The Hague – Dutch police have busted a wedding scam involving Dutch citizens being paid to go to Britain to marry illegal Nigerian immigrants so they can obtain residency there, prosecutors said on Friday. The gendarmerie, responsible for border security, “detained 16 women and seven men this week on the suspicion that they travelled to Britain to enter into fake marriages”, it said in a statement.

“They are almost all of Dutch Antillean origin and were flown to Britain to get married”, mainly to Nigerian men and women, it added. Once married, the Nigerians would get legal residency in Britain and access to state welfare. In return, the Dutch collaborators would be paid €2 500 to €3 500.

Members of the Dutch Caribbean community were used so they could be used as look-alikes for Nigerians’ real partners, who would be brought into Britain after the “wedding” to make the swap complete, prosecution service spokesperson Wim de Bruin said.

Wedding dress swop

Called Operation Dutch Conclusion, the two-year investigation involved Dutch and British law and border security agencies and continental policing agency Europol.

Dutch popular daily De Telegraaf reported on Friday that British law enforcement officers had made arrests at fake “weddings” with bride and groom on the verge of exchanging vows.

“We have seen wedding dresses with the price tag still on them being used by three ‘brides’ in one day, swapping the dress just outside the church,” the paper quoted an officer only identified as Michel.

Around 81 people have been arrested over the last two years, De Bruin said, mainly in Britain, of whom 66 have already been sentenced to between a few months and six years on human trafficking charges.

Those arrested in the Netherlands also face human trafficking charges, the statement added.

Nigeria Loses 500,000 BPD of Oil to Flood

Nigeria Loses 500,000 BPD of Oil to Flood

Nigeria loses 500,000 barrels of crude oil per day to flood ravaging the country, the Department of Petroleum Resources, has said.

Director of the agency, Austin Olorunsola, who disclosed this in Lagos yesterday while addressing newsmen, said the impact of the flood had reduced oil production to 2.1 million barrels of crude oil per day from the initial 2.5 million production mark.

He said facilities of Agip, Total Corporation and Sterling Energy, some of the marginal field operators, are badly affected by the flood.

The DPR boss, however, said oil production has pumped up to 2.3 million barrels of crude since the flood began receding.

"As at yesterday, oil production was 2.3 million barrels per day because the flood is gradually receding," he said.

The Minister of Petroleum Resources, Mrs.Diezani Alison-Madueke, was quoted as saying that the floods would not have devastating impact on oil facilities in the country.

The director also spoke on the performance of the agency in the last quarter. He said the country's current oil reserve is 36.2 billion barrels while gas reserve is 183 trillion standard cubic feet.

According to him, Nigeria's to buoy gas production yielded good result in the quarter as 80% of gas produced were utilised.

He said gas flaring decreased to 18% during the period under review from 25% recorded last year.

He said his agency is also at the verge of renewing expired licenses for shallow water projects of Exxon Mobil, Shell and Chevron.

He disclosed that a marginal field operator, Niger Delta Petroleum Resources, has berthed a new refinery in the country capable of producing 1000 barrels of crude oil per day.

He said the agency is also putting spanner in the works to hold bid round for marginal field operators in the country.

EFCC Flays Banks, Firms' Connivance In Corruption Cases

EFCC Flays Banks, Firms' Connivance In Corruption Cases

Chairman of the Economic and Financial Crimes Commission, Mr. Ibrahim Lamorde, has condemned the connivance of the private sector against the prosecution of corruption cases.

This is contained in a statement on Monday by the Acting Head of Media, Mr. Wilson Uwujaren. The statement said Lamorde made the condemnation on the occasion of the inauguration of the ‘12th Global Fraud Survey of Ernst & Young West Africa’ in Lagos.

Lamorde said investigations by the commission into several corruption cases had shown that private sector operators were covering up and conniving with individuals and firms implicated in such cases. He wondered how a prominent local accounting firm had cleared many oil firms involved in the ongoing trial of fuel subsidy payments by government.

The EFCC boss said, “The said firm actually cleared for payment an oil vessel that had ceased to operate three years before the payments were made. Financial services companies like banks, accounting and audit firms and other operators in the private sector are involved in many corruption cases and the practice must stop.”

Lamorde regretted the effects of corrupt practices on the standard of living in the country and Africa at large, adding that 32 out of the world’s 38 heavily-indebted nations were from Africa. He said the commission would continue to tackle all cases of economic and financial crimes and make it difficult for corrupt individuals and organisations to continue to ply their trade.

The EFCC chairman called on the private sector to imbibe professionalism and ethical comportment in their dealings. He also called for more practical and functional procedure in the prosecution of corruption cases through the removal of delays and unnecessary bottlenecks.

“There must be a fundamental change in our procedure for the prosecution of cases; timelines should be given to the resolution of corruption cases. We must find a way of making this thing work, EFCC has never been faulted in the investigation and prosecution of its cases; anyone with such an allegation should come forward with it,’’ he said.

Forensic Leader of Ernst & Young West Africa, Mr. Linus Okeke, called for “urgent and integrated steps” to combat the scourge of corruption in the country.

Woman, 27, escapes from ritualists, narrates ordeal

A 27-year-old woman, Miss Patience Bitrus, on Monday in Bauchi, narrated how she escaped death by the whiskers from suspected ritual killers.

She, however, told the News Agency of Nigeria (NAN) that another lady who boarded a commercial vehicle together, withy her was not as lucky as she was murdered.

“It all started on Sunday, Oct. 14, when I boarded an Opel Vectra commercial car at the Bauchi Central Market Roundabout, around 9 a.m., on my way to Kangere, about 20 km away.

“As I entered the car, another passenger, a lady of about my age, joined me. Some men pretending to be passengers later joined us.

“The vehicle took off but as we reached where we were to disembark, the driver increased the speed. When myself and the other girl tried to raise an alarm, we were subdued and our mouths covered with some rags.

“On reaching an isolated place on Alkaleri – Bauchi road, we were asked to disembark and our hands tied, after which we were taken the bush and told to say or last prayers.

“They took us to a rocky place and allowed me to call and inform my fiancĂ© about my plight. Thereafter, they took the other girl a distance away from me, beside a rock, and slaughtered her.

“As I waited for my turn, I could hear her voice shouting for help. I saw her blood from a distance. As they finished with her and were probably removing some of her organs, the person assigned to keep watch over me, started dozing.

“I quietly rolled over on the ground and then took off, running the race of my life until I reached the main road where some people assisted and brought me back to Bauchi.”

Bitrus said her fiancée and her reported the matter to the police and even took securitymen to the place where the other girl was slaughtered, unfortunately the culprits had left.

According to her, even the remains of the deceased passenger were not found there.

The Commissioner of Police in Bauchi State, Alhaji Mohammed Ladan, confirmed the incident in a telephone interview with NAN on Monday, adding that the command had commenced investigations into the matter.

Meanwhile, special prayers were held at the Yelwa ECWA Church, Bauchi, to thank God for sparing Bitrus life.

The Pastor in charge of the church, the Rev.Yahaya Madaki, told NAN that Bitrus’ miraculous escape was an act of God.

“I will advise commuters to be wary of the type of vehicle they board while travelling. What happened to Patience and the other deceased passenger should be an eye opener to all of us,” he said.

Ogun: Police Arrests 46 Year Old Man For Pushing Wife Into

Men of the Ogun State Police Command have arrested a 46-year-old unemployed man, Surajudeen Alaraba, who killed his wife, Rauda, by pushing her into a pit latrine in their Agbado residence.

The law enforcement agents also paraded an 80-year old, Gorge Dada, and his 64-year-old wife, Sidikat, parents of an alleged notorious armed robber, Adeyemi Dada, who were for alleged illegal possession of firearms.

While parading the suspects on Tuesday at the state command headquarters, the Commissioner of Police, Ikemefuna Okoye told pressmen that Alaraba allegedly threw his wife into a latrine over a domestic misunderstanding around 7.20pm on October 7 resulting in her death.

Okoye stressed that the police would not relent in protecting lives and properties in every part of the state.

According to him, “The Agbado Division had a distress call that a man pushed his wife into a deep pit and we quickly rushed to the scene where the victim was met dead in the pit.

The suspect was immediately apprehended and we are still interrogating him, he will be charged to court as soon as we are done with our investigations,” he said.

As for the elderly couple, the police chief said they were both arrested on Saturday following the discovery of some arms and ammunition hidden in their residence at 21 Obarinwa Street, Aiyegbami in Ago-Iwoye.

He stated that the arms and the ammunition were discovered hidden in Sidikat’s wardrobe.

Okoye said, “The DPO of Ago-Iwoye, Stephen Iriavbijeh, got information that the couple’s son, one Adeyemi Dada, is a notorious robber. The DPO then led a team to search the couple’s residence.

“On getting there, the suspect was not seen but while executing the search warrant, one cut-to-size gun, two locally-made pistols and 16 live cartridges were recovered in his mother’s wardrobe.

“Thus, they arrested the couple in whose possession the firearms were found for thorough interrogation.”

The police boss however assured the residents that the police would do everything within their capacity to make the state safer for all.

SEA ROBBERS:HOW WE HIJACK CARGOES

SEA ROBBER:HOW WE HIJACK CARGOES
Topo Beach, popularly known as Padi-sea beach, located in Badagry area of Lagos is usually a beehive of activities, particularly at weekends, as fun seekers from all walks of life throng there to unwind.

The beach also serves as residence for fishermen who are already laying claims to some sections of it with distinct barricade to delineate one’s domain from another.

However, it has been discovered lately that robbers hide under the veil of the social significance of the beach to perpetrate heinous crimes as a recent discovery clearly portrayed. The police acting on a tip-off, discovered a large catchment of arms cleverly buried in the river bed.

The recovered arms included two AK 47 riffles, four AK 47 magazines with fifty -seven rounds of live ammunition, four pump action guns with one hundred and four rounds of live cartridges, two single barrel guns, charms and amulets .

Addressing newsmen on how the police outwitted the sea criminals, the Lagos State Commissioner of Police, Mr Umar Manko said “ A team of Anti-Crime Patrol Marine division from Badagry , led by Inspector Mojeed Olaniyan stormed the beach and arrested one Momayan Fiapanu and Nunayon Yanagbon who belong to a deadly gang of sea robbers who have been terrorizing the waterways of Nigeria, Benin Republic and Ghana for a long time. They specialized in hijacking Diesel and other petroleum products in the sea and also attacking other cargo ships"

But when approached, the suspects claimed they knew nothing about the attacks . One of them, Momayan Fiapanu told Crime Guard that his cousin whose name he gave as Sunny Apkota was a member a sea-pirate gang, disclosing that other members of his gang were from the Niger Delta region .

According to him, “ I am a fisherman. All I do is to go to the sea to fish and at the end, sell the fish to people who come to the beach. The guns they recovered are owned by some Niger Delta boys. They are my brother’s friends. I live with my brother at the beach”

Asked if he knew what business his brother was into, he replied, “ Initially, I did not know because he was into fishing as well. But one day while I was on the sea, I sighted them attacking a ship and when I asked him later, he just told me to mind my business.

How my brother and his gang operate
My brother is the gang leader. What they do is that they go into the sea with boats like other fishermen. When they sight an oil tank, they would intercept the ship and start shooting. Then , some of them would mount the cargo , order the crew to enter into another boat while they would sail in the hijacked boat. They would thereafter, sell the product same day. At times, they would take the product to Benin Republic and at other times, to Seme. At other times, they would dress up like soldiers and escorts cargoes, to avoid attack .

How I was arrested
I was on the sea fishing when I sighted some Marine Policemen. They arrested me and asked after my brother. They did not find anything in my boat. They followed me to the shore where they conducted a search around and discovered these weapons”(points at the displayed weapons)

However on his part, 29year-old Nunayon Yanagbon told Crime Guard that he knew nothing about the recovered weapons nor attacks on the sea, stating that he was only arrested when the policemen stormed the beach.

BALOGUN, EDO CP: POLICING EDO REQUIRES KNOWLEDGE OF INTERIOR COMMUNITIES

Policing Edo requires knowledge of interior communities – Balogun, Edo

Mr. Olayinka Balogun is the Edo State Commissioner of Police. In this interview with Vanguard Crime Editor, Emma Nnadozie and Gabriel Enogholase, he spoke of the challenges facing the State Police Command and what he has done so far to achieve some measure of success in policing the state. Excerpts:

How have you been enjoying your stay in Edo State so far?
I have enjoyed every minute of it. It has been very challenging and I love challenges. I love to do my job, and I have seen that the picture they painted about Edo people, about crime and crime waves and so on is not actually so. Crimes are committed everywhere all over the country, so there is no need putting a topology on a particular state. But I have found out that Edo people are ready to co-operate with the police to fight crime and that is what we have been doing, and I have enjoyed every bit of it.

How have you been able to curb criminal activities in the state?
Actually, we have been able to find out that there are two common crimes on ground in the state, that is, robbery and kidnapping. In the case of armed robbery, it is a familiar terrain for the police; so I discovered that the problem was coming mostly from Edo North, that is, the Igarra-Ibillo-Auchi axis. All I did is to raise a special group that is faceless to go and man the area and since they went there, there has been no single bank robbery in that area.

The last time robbers went to that axis, we gave them a bloody dose, arrested quite a number of them, frustrated their efforts, recovered arms and ammunition from them, and since that time we have had some peace in the area. On the issue of kidnapping, when we came initially, it was a bit bad but we fought them to a stand still. As I am talking to you, we have arrested more than 50 suspects in various operations; we have recovered arms and ammunition from them and rescued a lot of victims from them.

And we have been able to talk to members of the public so that they can get themselves prepared with some security tips. Some people carelessly walk into their hands either through telephone conversation or somebody you have never met before, inviting you to a particular place, like the unfortunate case in Lagos; so we have been able to educate our people so much in that area. We also discovered that some of them are stage-managed either a boy friend kidnapping his girlfriend so that they can make more money from their father; a brother kidnapping a brother so that they can make money from their father.

We have quite a number of such cases. Recently the Inspector General of Police provided us with a lot of instruments like the new G.Department just created. It is mainly for info- tech and so we have this tracking system they sent us and any time we get calls on the activities of criminals in certain locations, we will locate that area within 24 hours.

The Assistant Inspector-General of Police (AIG) Intelligence Department has been of tremendous help, so once they call, we track down the area and go there immediately, and some times, we bait them with ransom. We encourage their relations to go and when they come out for the money, we grabbed them. In most cases, if there is the need to confront them with arms and if they are armed, we also respond with arms, and some of them are wounded in the process and a lot of them also have been arraigned in the court.

We have also received a lot of cooperation from our sister states, Delta in particular. There was a time it was quite a big battle between the hoodlums and men in our borders because when they kidnapped a victim in delta they bring him of her to Benin and when they kidnap in Benin, they take such victim it to Delta. Recently, they said they prefer to go and collect ransoms in Delta State; that it is very hot collecting ransom in Benin; some of them were wounded in the process and we arrested two or three of them who have collected ransom in Benin.

So we have got a lot of support from Delta State and I will say the whole thing has tremendously died down. Kidnapping is exceptional; these criminals have discovered that kidnapping is easier. It is not as risky as robbery; if they go for robbery, police will be obliged to trace them with arms, fire for fire but when they go for kidnapping, we want to rescue the victims and would not shoot them until we rescue the victims and it is unlike robbery where it is a kind
of confrontation.

We have more challenges in the area of kidnapping because we want to be more careful so that the victim is not hurt. We also generate news especially if the person involved is a notable person; so that gives us challenges, but we have reduced the tension very considerably.

In essence you are saying that the so-called crime record in Edo State is unfounded?
It’s very unfounded. People from a part of the country are like this and people just believe so. We have had some youth corp members, and they go to those areas. They will come back with different stories. The hyper news I heard about Edo State is not true. Edo like every other place has crimes, but the crime percentage or the way people put it is not so.

For example, in Edo State since April 2012, we have not heard a single bank robbery in the State. The last one was in that April and we caught them and gave them bloody nose and arrested many of them. This kidnapping thing that they are talking about is being done away with gradually and successfully. In most cases, because we need to rescue a victim, confronting them is careless.

If a man seizes a car and police confronts the person, there will be a shoot out and we will take the car from him, but if somebody is in that car that we want to get alive, we will not be able to shoot. That is the canopy under which kidnappers are hiding. They know that we will not storm a place when the victim is there but I will tell you what has been happening now. People in Edo State, we have struck a serious relationship.

You know we have been doing this community policing, I have been going round the nooks and crannies of communities, I have been talking to them. Right inside the villages, I have been talking to them and they have become so embolden enough that with their vigilante groups, once they notice any movement; criminals hiding in the bush anywhere; they will call us and on two or three occasions, we have succeeded in rescuing a victim.

In most cases, somebody will call Oga and say, we notice some movement around a particular place in one village and we will send the anti-kidnapping officers there. They will go to the place and do their surveillance and will discover that there is a victim somewhere with someone keeping watch. So, on about two occasions, we have arrested some suspects and rescued the victims. We get this information so regularly. The thing has become a less issue.

Yes, it happened occasionally and the reason is because we had an initial problem after we removed roadblocks with people seizing the opportunity of that little freedom, but we have since reduced it. We have got some vehicles to go on patrol, we have got some federal highway patrols armed cars sent to us by the IG, but like most necessities of life, they are not enough.

For example, if I have ten vehicles on patrol, I will wish I had 20 on patrol. If I have a vehicle per five kilometre, I will prefer a vehicle per two kilometre. The more the persons is felt, the more the challenge but another problem is that with due respect to some of this cattle rearers, we have had information that some of this surprise attacks are carried out by these herds men.

One or two victims have confirmed that the Fulani cattle herds men are familiar with the area. Some times they watch our men. They know when they come to the fields; they know when they move from a particular spot. So at times they come out and strike and run back into the bush, but I have reported the matter to the state government and we are making efforts to meet with Sarkis around and also meet some of the Hausa/Fulani leaders so that they can talk to them.

That is on now; so that we can register some of them, then we can know what is going on. Then our vigilante groups in some communities are assisting tremendously, except that we have told them that they do not have the power to detain or brutalize anybody. Once they make any arrest, they should handover such person or persons to the police and they have been doing that. We have intensified our effort and the IG has promised us more vehicles because that is the only way to stop this highway problem.

There is visibility of policemen on the road but then we have a lot of problem confronting security in the country. Some of the roads are so bad that these criminals know where a vehicle will be forced to slow down; that is where they will go and wait. If vehicles are moving and the express way is free, of course, it will be so difficult. You don’t have such highways robbery in the developed world where the roads are good and people are moving in four, five or six lanes but here, we have only one or two lanes and those lanes are some times bad spots that criminals will go and wait to do some of these things.

Because I have gone into some of the villages during the community policing, I have found out that there are some places you have a distress call that have about five or six houses away, but you can’t get there because there is either a big crater somewhere full of water or you have to manoeuvre between the funning-arranged buildings before you get to the place. It is like a fire brigade man looking at the fire, he has vehicle, he has the water but he can’t get there.

I think those are some of the things that government should help us, especially local government areas where they can do grading of some of these roads. We have a lot of such places where we cannot reach because the roads are not good not to talk of electricity problem. You go to an area, everywhere is dark, and you do not know the victim from the suspect. Those things are part of security challenges the local, state and Federal Government must work on, so that together we can solve the problem.

How do you see the collection of revenue along major highways in the state?
Some of these people are the creation of the society, some of them are actually collectors for local governments or for some banks and agencies but what we have told them is that instead of staying in the main road to collect this, money, they should have offices where these people will get to the offices and collect the tolls. But where we have noticed a forceful collection of such tolls we have dismantled it.

And I have made some arrest in some of those areas in Benin around Oloku junction and so on; I have called some of them to my office and asked why is this. And of course, they will bring some papers and I told them you cannot collect tolls on the highway, go and collect them in your offices and I have instructed the DPOs that anywhere they find this thing being forcefully collected, the people involved should be arrested and we have been doing so.

Recently the revenue people came here and said that some people have been collecting such tolls and I gave them policemen to go and raid them. They raided a lot of them and we have charged some of them to court while some are in detention. So the government should collect all these things through their offices; anybody who attempts to do it on the main road, we will stop the person because there is no more roadblock.

Anywhere you have served you have made your marks especially in the area of beautifications, erection of some permanent structures among others. What could have informed you to do this?

A man is what he is, he is what he wears and he is where he lives. If you remove all those things from the man, then there is no man again. If a policeman cannot work in a good office; if he cannot wear good uniform, if he is not properly trained, if he is not proud of his environment, then you cannot get the best out of him. To get the best out of workers, you must provide essential tools and one of the tools you provide for people to work in, is conducive atmosphere, good surroundings.

I came here and saw louvres in the office of CP in the year 2012, I removed all of them and replaced them with sliding doors, so when people come here, they will meet me in a good office, so that we can talk man to man. If you put policemen inside a guard house where they work, I must make sure that there is a toilet; there is an anti-room there where they can feel very much at home. If I send for person in the gate house, you cannot say the person went out to toilet, I will disturb everybody there because there is a toilet there running with water.”

OGUN STATE:POLICEMAN FORCIBLY INSERTED OBJECT INTO MY PRIVATE PART

Thursday, 18 October 2012 0 comments

Ogun: 'Policeman forcibly inserted object into my private part' said, Queen Akindeleni

Queen Akindeleni, a property developer is presently struggling for her life three years after being allegedly assaulted by policemen attached to Agbara Division, Ogun State.

In an affidavit which she swore to at the Ogun State High Court, Sango Ota, Queen said trouble started for her on October 12, 2009, when she went to the station to make a report about the threat she had received from the family of one Ayodele Akindeleni.

According to the victim, Ayodele's whereabouts were not known, and his family threatened to kill her and her two children if she didn't tell them his whereabouts.

She said she went to the station to report the matter but unknown to her, the family had already complaint about her at the same station.

Queen said she was arrested immediately after reporting the threat to her life.

Her two children, Esther Ighovoyiwi 12, and Charles Ighovoyiwi 14; who came to look for her at the station were also allegedly detained at the station.

The girl, Esther, was allegedly slapped by the policemen till her ears began to discharge pus and was released after few hours in detention.

According to her, Charles was however held for a month and two days without being charged.

Queen said, “The policemen tortured me with cruelty that I must confess that I killed the alleged deceased person (Ayodele). The two policemen who tortured me were, Shadrach and Raphael.”

The victim alleged that Shadrach used a straight heavy metal which looked like window aluminium to beat her repeatedly on the left side of her body, adding that three other policemen joined in the beating.

From the station, according to her account on a popular blog, Ladun Liadi, she was allegedly dragged to the police barrack where she was held in a bathroom and stripped naked.

“Shadrach forced me to the ground, opened my legs and inserted the metal into my vagina. There was an immediate heavy rush of blood from my genitals and I fainted,” Queen said.

Her state notwithstanding, she said she was left unattended to for four days after which a man was brought to examine her and give her drugs.

She was later transferred to the Ogun State Police Headquarters in Abeoukuta, from where she was moved to the Ibara Prison, Abeoukuta, on January 1, 2010 pending advice from the Director of Public Prosecutions.

Several months later, she said the DPP advised that she should be discharged and acquitted for lack of evidence.

She was released from prison on September 2, 2010, a year after she was first detained.

But she has now discovered that she has Vesico-Vaginal fistula.

The symptom of this disease is that she now continuously discharges urine because of the “abnormal openings in the internal parts of my vagina caused by the metal the policeman inserted into my vagina.”

Although Queen and Ayodele share the same surname, their relationship was not explained.

FG pledges to widen broadband penetration

Abuja – Vice President Namadi Sambo said on Tuesday that the Federal Government was committed to harnessing the potentials of Information and Communication Technology (ICT) to widen broadband penetration across the country.
A statement issued in Abuja by the Senior Special Assistant to the vice president, Alhaji Umar Sani, said that Sambo made this disclosure at the ongoing International Telecommunication Union (ITU) Telecom World Forum 2012 holding in Dubai, United Arab Emirates.
Sambo said that in line with the national policy on ICT, Nigeria was set to harness the potentials of the ICT industry and had made broadband a priority policy area.
“The Government of Nigeria is committed to achieving this because, like many other governments, it is convinced by the evidence that shows that access to broadband extends into many areas like health, education, finance, trade, governance and security.''
He said that Nigeria, at the inception of GSM operations had only about 867,000 subscribers in 2001, “but today it has more than 105 million active mobile GSM subscribers, with more than 45 per cent Nigerians connected to the Internet.''
He said that the Federal Government was keen on capitalising on the achievement to build “a robust, secure, high-speed, nation-wide communications network that allows accessing the Internet to become a way of life for most Nigerians.''
The statement quoted Sambo, who represented the president at the event as saying that for the real sector to function efficiently and prosper, ICT infrastructure must be available.
